ILLEGAL SCAM Pleasanton, California

*Consumer Comment: I am yet another victim

My husband purchased a card with $300.00 and gave it to me to use.  I created a PIN and registered on the paypower site.  I read that the card could be used at ATM’s so I withdrew some cash.

I had a balance of $3.92 on the account, which I tried to use the next day at a gas station.  The transaction was declined.  I called the customer service number and was told that there was a “hold” on the account for security reasons, and someone from the “risk management” department would be calling me within 24-48 hours.  No such call came.

[This experience is far too similar to what we have experienced when using METABANK]
It is now 7 weeks later.  I have called the customer service department 8 times, and each time, I am told that “risk management” would be contacting me.  My husband finally answered the call yesterday – the ONLY time they have tried to reach us.  They would not give him any information – only could speak with me, apparently.  To this day I cannot access the remaining balance.  One of the service reps told me that there was a hold on the account because I went to the ATM – they don’t like that- they make less money apparently.  Here are some additional details:
–  The customer service team claims they have no way to to contact risk management directly – only through their internal systems.  They also claim the risk management team has no direct phone number, which is a lie. [A lie!!! Of course, if METABANK talks to customers it is a lie.]  During the 2nd or 3rd call, one of the reps actualy transferred me to a voicemail of a risk management team member.  I never got a call back.
-When my husband asked the risk managment person for a number which I could use to return the call, the risk management person gave him the 888 633 9432 customer service number.  Thus, a fantastic merry go round where the customer never gets to actually call them and get a result – always must wait 24-48 hours for a phone call that never comes.[The METABANK merry go round.]
– They don’t like ATM transactions, even though it is widely advertised.  Be warned that if you use your card at an ATM, all remaining funds on your card will be mysteriously held and you WILL NOT ever get them back. [That is right, never get your own money back!!!]
-They will claim that the US Patriot act requires them to verify the identity of customers before releasing the funds.  This is a scam, and no other prepaid card forces you to go through this for using your card at an ATM.   While some transactions may be moneylaundering, Paypower deliberately calls every ATM transaction “suspicious”.  They are deliberately shaping this law to claim that unfraudulent, normal transactions are “suspicious”, and allows them to retain funds.  They do this excessively, and should be investigated for unlawful custody of client funds.  [How many times will METABANK try this same old stunt just to keep customers from accessing their own money….METABANK is a crime in action.]
-They make money on the balances – they are invested on behalf of the company and earn interest. They will also take my $3.92 and make me wait so long to get it, that I will incur the next monthly fee. [This is also our objection to METABANK!!!]
-The customer is given no options or way to contact these people, outside of a useless customer service number.[We have all found the same problem and no willingness by METABANK to correct the problem, i.e. METABANK is doing this by design to keep customers from being able to access their own money….STOP METABANK!!]
-Here is my card number – I am so certain that they intend to keep the $3.92, and I will never get it back,  that I am willing to print the number here – (((REDACTED))).

DO NOT BUY THIS CARD – You will be very sorry you did – if you are on vacation, your plans will be ruined, and you will have no way to resolve it.  They have deliberately made it impossible to contact them.

[Prepaid Cards are not accepted in Europe. If you have the misfortune to get a METABANK TRAVEL CARD and it doesn’t work. By design it can’t work because METABANK is keeping your cash money. Even then, METABANK’s hirelings have been instructed to lie to their customers by their supervisors. To get that job, those employees must have a high school diploma or a GED and they are paid below the poverty level… It is the METABANK CEOs who have created the biggest scam ever.   DON’T DO BUSINESS WITH META BANK.]

So Bancorp Bank and METABANK are one in the same. Blackhawk, California is also part of METABANK…. Same problematic prepaid bank cards but just using a different name….. Always a new name, and you can guess why METABANK feels compelled to operate using so many new names!!!

  1. Paypower held my $4000 for no reason and refuse to give me my money!!
When I asked them to close my account and give me back my money, they refused!
You don’t even have to put in your card number or identify yourself when you call them, they know you by your voice! They refuse to give their last names and the Nevada detectives are investigating them!
    Don’t use them!!!
They have at least 72 complaints on ripoffreport.com and at least 90 on pissedconsumer.com!!!!

They claim that all the reviews online are not true and that they are reputable but they steal your identity and your money!
I sent them all the documents they requested and then they are asking for a copy of my paycheck to release the hold that they placed on my $4000 for NO REASON AT ALL!

    PAYPOWER IS A SCAM!!!!!!!!
    PayPower stole $4000 from me!!!!

    • You must take action and work for justice for you and for any one else who may in the future be tempted to use Pay Power which we have discovered that as a subsidiary of META BANK is a major scam for all consumers.

Thank you for sharing your story.
You need someone in power to help you to get justice for yourself.
I am only a consumer who was scammed like you were.

META BANK acts in an immoral way as they seek out customers of whom they plan to take advantage. META BANKs operating procedures need to be regulated because META BANK is immoral.

Please contact someone who has the power to see that justice is done… You are not alone having this problem with the same bank.

    • You are writing from American Bill Pay, R. Yamaguchi. What’s up with that?
META BANK/META PAYMENT SYSTEMS is nothing more than a collections agency. What is American Bill Pay then?

Paypower stole my $4000 in August 2013 and refuse to give me back my money. They asked for all my personal info and when I provided it, they started asking for copies of my paycheck. I am now unemployed and homeless and these people took ALL my savings and Lee Anna the so-called manager at the highest level refuses to return my calls.

    • That was my experience as well using META BANK the bank that manages/owns Pay Power. If you live in the USA, you will not be able to contact your elected officials in DC. Not sure to whom you should complain if you live in another country. If what you say is true, then you must contact the media with your story so that no one else will be hurt in this same way. Had only someone stopped META BANK/Pay Power earlier then you would have been spared this kind of pain.

Please pursue justice for you and every other consumer

I have been using PayPower for over 2 years. I have checks from both of my jobs direct deposited onto my card and I use ATM’s regularly. I have never had any problems with them holding my money. I find it hard to believe that they “stole” your money. Oh and by the way, when you try to pay for gas at a pump, the store authorizes your card for a certain amount. Typically anywhere between 75.00 and 125.00. You should have read the small print before attempting to pump $3 and some change.

    • Which page of the fine print are you referring too? Meta Bank states that they retain the right to change the terms of their prepaid card at any time, and they did without notice. However, they also lied to us, not just to one person, but to many people. The same scam has been repeated over and over again. The METABANK prepaid card worked fine for us to until it didn’t. When the METABANK card failed to work at all and when METABANK had full control of all of our assets, then they took advantage of the fact that they had full control of our cash money.

We have observed others trying to pay at the gas station, but the clerk said that the prepaid card wouldn’t go through because the person may have used the card too many times. We have also observed other businesses turn down the prepaid cards completely. Then METABANK told that person that they hadn’t used the card properly.

The problem is that METABANK has full control of our money on the prepaid card. It works like an interest free loan to METABANK. The basic premise of the prepaid card already is to the advantage of the bank and this scheme is making bankers richer and richer at the expense of hard working people. It is very difficult when anyone is scammed, but when we then learned that a huge number of other people were also scammed in an almost identical way, we knew that we had to speak up. We only wish that someone had tried to protect us and that we had heard about their experiences before we had opted in.

The partner company that urged us to buy the METABANK product has permanently lost us as their customers although we had done business with them for many years before that time.

We are not aware of paying at the pump issues ( it is the nature of how that transaction takes place we think that prevents us from naturally observing this as a bystander), but what clerks have told customers in line in front of us. If anyone reading this has had problems at the pumps themselves then we would like to hear about your experiences first hand. Thanks.

Best of luck!!! Bobi Maria Rodriguez, we hope that you continue to have good luck. Unfortunately, we have had a horrible experience using the METABANK prepaid card.
